Scrapping vessels – an evaluation of government support for the permanent removal of fishing vessels in Sweden

Sweden implemented two scrapping campaigns in 2008 and 2009 to reduce fishing capacity in the Baltic Sea and the North Sea trawl fisheries for cod. Totally SEK 95 million were spent which resulted in a 26 % reduction of the fishing fleet. Although the number of trawlers has decreased, it has been possible to use the funding for investing in other types of fisheries and thus fishermen still have the possibility to continue fishing.

AgriFood will use quantitative methods to analyze firms and individuals that have received scrapping support. The purpose is to evaluate if funds have been reinvested and if fishermen have left their employment in the sector. When this is the case, the labor market status of former fishermen is analyzed (other employment, retired, etc.).

The evaluation is an assignment from the Swedish Board of Agriculture and will be completed by the end of 2016.
